Active Shooter Safety Guidelines

The College Police have engaged in valuable joint trainings with both our state and local law-enforcement agencies on and off campus grounds, as well having attended an additional program addressing Solo Officer Engagements for 4 days to ensure best practices through live fire scenario training. College Police are trained with tactical equipment to aggressively respond and counter hostile intruders or active shooter situations until local law-enforcement arrives on campus.

The College Police continue to enhance preparedness to strengthen the whole community by providing the educational needs, tools, and resources for active shooter response. Please review and become acquainted with the ALICE Plan outlined below.

 

Glossary of Terminology

Active Shooter: An individual or individuals actively engaged in killing or attempting to kill people in a confined and/or populated area. In most cases, firearms are the weapon of choice during mass casualty incidents but any weapon (such as a knife, etc.) can be utilized to harm innocent individuals and typically there is no pattern or method to the selection of victims.

Lockdown: An emergency procedure used when an intruder enters a building deemed dangerous. An audible announcement will follow stating, “Lockdown” with brief description of situation. People will immediately clear hallways by entering nearest classroom/office, locking door, shutting off lights, and barricade door. Do not open the door for anyone – police will access when under control.

Stay in Place: An emergency procedure used to contain people in room/areas in attempt to clear hallways such as medical emergency, electrical outage, or accident. An announcement will state, “Shelter in Place.”

 

ALICE Response Plan

In the event of a hostile intruder/active shooter emergency, the College has adopted the ALICE response plan to assist you in determining the best options available to survive an attack. The ALICE response purpose is to increase survivability, limit casualties, and take back control. The ALICE response plan is not a linear/sequential approach but an approach that analogizes the situation as confronted for best survival outcome.

 

Alert

Alert is your first recognition of becoming aware of a threat. Alert is your sensory input such as:

  • Gunfire
  • Witnesses yelling
  • Unusual commotion on campus
  • Phone/Text alerts

Response would be make notification to 911, College Police, and notify any persons in your vicinity to initiate ALICE.

 

Lockdown

A lockdown is starting point from which to make your survival decisions. If you decide not to evacuate.

  • Enter nearest classroom or office and lock the door.
  • Barricade door using any using tables, chairs, and secure using belts, purse straps.
  • Look for alternative escape routes (windows, additional doors).
  • Call 911
  • Move out of the doorway in case gunfire comes through it.
  • Place cellphones on vibrate.
  • Once secured, do not open the door for anyone. Unfamiliar voices may be the shooter attempting to lure you out. Police will enter the room when the situation is over.
  • Gather counter defensive weapons (coffee cups, chairs, books, pens, etc.) and mentally prepare to defend yourself or others.
  • Put yourself in position to surprise the active shooter should they enter the room.

 

Inform

Use any means necessary to pass on real time information.

  • Use plain language when talking to first responders.
  • What is seen through video surveillance, etc.
  • Who, what, when where and how information

 

Counter

Proactive techniques used to disarm intruder/active shooter when encountered.

  • Use any means necessary as a counter weapon
  • Throw things at the shooter disrupt his aim
  • Create as much noise as possible
  • Attack in a group (swarm)
  • Grab the shooter's limbs, head, and immobilize shooter on the ground.
  • All actions are justified. Bite, kick, gouge eyes, etc.
  • If you have control of the shooter call 911 and tell the police where you are.

 

Evacuate

Remove yourself from the danger zone as quickly as possible.

  • Decide if you can safely evacuate.
  • Run as fast as you can.
